In a 6-inch skillet, combine onion and butter. Cook over low heat, stirring frequently, until the onion is golden brown. This should take around 20-30 minutes. Cool completely.
While onion cooks, in a medium bowl, combine sour cream, mayonnaise, Worcestershire sauce and garlic powder.
Stir in the cooled onion. Taste and season with salt and black pepper.
